Employees of the State Bureau of Investigation reported another suspicion against an official of Kherson’s housing and maintenance department who was responsible for conducting public procurements. His actions caused the state hundreds of thousands of hryvnias in losses during the provision of solid fuel to the military.

According to the investigation, the official deliberately violated procurement rules to ensure the victory of a preselected contractor during the purchase of firewood for the needs of the military.
In particular, during the announcement and conduct of open tenders the official did not carry out an analysis of market prices, did not publish the mandatory justifications for the procurement cost, and also included false information in the tender documentation regarding the delivery terms of the firewood. This limited competition and effectively removed other participants.
In addition, he unjustifiably rejected proposals from several entrepreneurs who offered significantly lower prices and selected as the winner a participant with the most expensive offer. As a result, Kherson’s KEV entered into a contract to supply 977 cubic meters of firewood for an amount of over 3.2 million hryvnias at prices higher than market.
Subsequently, the delivery period for part of the goods was extended in violation of the law, which led to losses to the state of almost 600,000 hryvnias.
For this he faces up to six years in prison.
