President of Ukraine Volodymyr Zelensky for the first time publicly presented a draft 20-point framework document on ending the war, which is being developed by Ukraine, the United States, and European partners. The document also includes specific provisions that directly concern Kherson Oblast.

In particular, point 16 states that Russia should not prevent Ukraine from using the Dnipro River and the Black Sea for commercial activity. A separate maritime agreement and an access agreement are planned, which will guarantee freedom of navigation and transport.
As part of these arrangements, the demilitarization of the Kinburn Spit is envisaged, which is of key importance for the safety of navigation in the mouth of the Dnipro.
In addition, the document contains options for resolving territorial issues, which concern, in particular, Kherson Oblast. One of them provides for fixing the actual line of contact at the time the agreement is concluded, with subsequent international control.
The President also said that Russia’s reaction to the proposed document should become known soon after consultations between the U.S. side and the Russian leadership.
