The so-called “underground schools” in Kherson, into which tens of millions of hryvnias were invested, need to be reworked, because they were built incorrectly from the very beginning.
This was in interview with MOST told the head of the Kherson Regional Military Administration Oleksandr Prokudin.
“Some layers of reinforcement and concrete are missing there. Right now it cannot be handed over”, – explained Prokudin.
According to him, the corruption component was embedded not in the initial overpricing of costs, but in poor-quality construction.
“They simply left it unfinished. They probably thought it would be underground. When we carried out an examination and saw that one layer of reinforcement and concrete is missing… Now law enforcement agencies are dealing with this”, – said the official.
Recall that construction of three underground schools in Kherson began in the autumn of 2024. As MOST found out, one of them was started without the required permits.
The construction sparked protests by local residents, who considered it a possible target for Russian shelling.
The construction of the “underground schools” in Kherson was actively championed by the former head of the RMA Roman Mrochko.
One of the shelters was to be built by the scandalously well-known Kherson LLC “Budpostach-СТСВ”, whose leadership, according to MOST, was close to Mrochko’s inner circle.
However, after the arrest of the company’s director the contract with “Budpostach-СТСВ” was terminated and “transferred” to another company – LLC “Megaplan Fast”, which, having performed no work, received over 5.7 million UAH from the budget.
Since July, the Kherson police have been conducting an investigation into possible abuses in the construction of all three anti-radiation shelters on school grounds.
Earlier MOST wrote that the regional prosecutor stubbornly did not notice abuses in construction and repair of facilities in Kherson. Likewise, until the dismissal of Roman Mrochko, the police also did not notice them.
