Russian forces are systematically attacking civilian infrastructure and peaceful residents of the Kherson region.
This is reported by “Babel” with reference to the report of the Independent International Commission of Inquiry on Ukraine.
The Commission documented numerous drone and artillery strikes on settlements along the right bank of the Dnipro, including in Kherson Oblast. According to the report, the attacks cover an area of over 300 kilometers and are part of a coordinated campaign aimed at forcibly displacing Ukrainians from their homes.
Homes, critical energy infrastructure facilities, humanitarian aid points and places where people tried to receive basic services have come under Russian strikes. Attacks on rescuers – ambulances and fire engines, which have special international protection, were also repeatedly recorded. Many such facilities were shelled again when rescue services arrived on the scene.
The Commission also reported cases of forced deportation of residents of the occupied districts of the region. Some people were taken to territories controlled by Ukraine, and others – to Russia or even to third countries, including Georgia. Instances of detentions, torture, as well as the seizure of documents and property of local residents have been documented.
The report was presented to the Third Committee of the UN General Assembly, which deals with humanitarian issues. Its findings are based on over 500 video recordings (247 of them verified on site) and 226 interviews with Ukrainians.
Despite Moscow’s claims of alleged attacks by Ukrainian drones on civilian facilities in the occupied territories, the Commission was unable to confirm these assertions due to lack of access to regions controlled by Russian authorities.
