The so-called regional center for public procurement in the temporarily occupied territory (TOT) of the Kherson region has been headed by Russian Ksenia Burtseva.

The occupation authorities decided to create the public procurement center back in February this year. This institution is allegedly needed to control all procurements, the starting price of which exceeds 600 thousand rubles.
It became known recently that Ksenia Burtseva was appointed head of the procurement center.
According to open sources, Burtseva is originally from the city of Norilsk, but recently lived in Krasnodar Krai and worked in various state institutions and banks. In particular, at the Tourism Center and in the local district administration.
In 2022 she took a job as head of the public procurement department in Krasnodar, and already in 2025 she ended up on the occupied left bank of the Kherson region and received the position of head of the public procurement center in the so-called Ministry of Economic Development. However, in the registries this institution appeared only this year.
