The deputy of the occupying minister of digital development and mass communications of Kherson region, Mykhailo Shpir, celebrated the Russian strike on Ivano-Frankivsk on March 24 with sparkling wine.
The local publication Halka reports this.

According to the media, Mykhailo Shpir grew up in Krykhivtsi near Ivano-Frankivsk, where he attended school. In 2008 he graduated from the Faculty of Law of the Vasyl Stefanyk Precarpathian National University.

Since spring 2021 he worked in Moscow.
From July 1, 2022, the occupying Russian authorities in Kherson region appointed him deputy director of the Department of Digital Development and Mass Communications of the illegal administration of Kherson region, and on September 22 — deputy “minister of digital development and mass communications” of the region.
From July 1, 2022, Shpir became deputy director of the department in the occupation administration of Kherson region. Then — deputy director of the Department of Digital Development and Mass Communications of the so-called military-civil administration. And from September 22, Shpir was appointed deputy of the occupying minister.
On June 7, 2023, the Ivano-Frankivsk City Court sentenced him in absentia to 10 years in prison.
