The occupiers approved the budget of the Left Bank of Kherson region for 2026 and the planned period 2027–2028.
The corresponding decisions were adopted by the occupation government of the region.
According to the documents, in 2026 budget revenues are planned at 40.1 billion rubles, expenditures — 41.5 billion rubles, the deficit will be over 1.4 billion rubles.
In 2027 revenues are forecast at 40.9 billion rubles, expenditures — 42.3 billion rubles, deficit — 1.33 billion rubles.
For 2028 the occupation authorities set revenues at 51.7 billion rubles, expenditures — 53.8 billion rubles, with a deficit of over 2.14 billion rubles.
The 2026 occupation budget of Kherson region provides funds for maintaining pseudo-government bodies and their apparatus, “personnel” programs to recruit and retrain workers loyal to the occupation, including participants in the war against Ukraine, support for affiliated funds and structures for small and medium-sized businesses, servicing the region’s domestic debt, etc.
Recall, in mid-December the occupation governor of Kherson region Volodymyr Saldo said that the Left Bank allegedly “is gradually reducing the budget deficit”.
And in October 2025 Russian Deputy Prime Minister Marat Khusnullin said that budgets of temporarily occupied territories of Ukraine plan to bring to “average-Russian balance” by 2036.
At the same time, without constant financial injections from the Russian Federation the occupied region is unable to function.
