The occupiers have approved new rules for the allocation of quotas for the export of grain crops beyond territories under Russian control.
The corresponding decree was signed by the illegal governor of Kherson Oblast, Volodymyr Saldo.
Thus, the main condition for obtaining a quota is full registration in the Russian digital grain traceability system.
Applicants must provide not only contracts with foreign buyers, but also proof of payment to local agricultural producers (at least 10% of the value of the products).
If a company does not begin exporting grain within 60 days or does not export at least one-third of the volume within four months, the permit will be revoked and the grain redistributed.
Recall that agricultural products from the temporarily occupied territories of Kherson and Zaporizhzhia oblasts are being exported by the Russians to Belarus, Kazakhstan, Uzbekistan, as well as to Vietnam, India and China.
In addition, in 2024 the occupation authorities stated that seven “Russia-friendly countries”, had expressed interest in purchasing food wheat from Kherson Oblast.
It was also reported that flour from the left bank of Kherson Oblast was intended to be exported to countries in Asia, Africa and the Arab world.
