The land bank in the occupied territories of Donbas, Kherson region and Zaporizhzhia has allegedly “doubled” over the past year, reaching 703 plots.
This is reported on the website of the occupying administration of the Kherson region.
The occupiers claim that “bringing these plots into economic circulation” aims to address housing issues and create modern infrastructure.
The total area of the land plots in the “bank” is about 5,305.8 ha. Their urban development potential, as the illegal authorities claim, is estimated at 25.3 million square meters.
Recall, at the end of October 2025 the occupying governor of the left bank of the Kherson region, Volodymyr Saldo ordered to speed up the creation of a register of “ownerless” property.
At the beginning of 2023 the occupiers stated that they would recognize the property of residents of the temporarily occupied territories (TOT) of Kherson region as “ownerless” in the absence of the owner. After that, on the left bank they began to massively “nationalize” real estate and land, and not long ago changed the procedure, by which they will appropriate the housing of TOT residents.
