The Russian Federation is preparing to hold elections to the State Duma on the temporarily occupied part of Kherson Oblast. Voting is scheduled for 20 September 2026.
This was reported by the Russian Central Election Commission.
On the left bank of Kherson Oblast the occupiers created only one single-member electoral district. Thus, the occupied Kherson region will be formally “represented” in the Russian parliament by only one single-member deputy.
Voting will take place under a mixed system: half of the deputies will be elected by party lists, the other half — by single-member constituencies.
In occupied Donetsk Oblast three such districts have been created, and in Luhansk Oblast — two.
We recall that Ukraine and the international community have repeatedly emphasized that any Russian “elections” in temporarily occupied territories are illegal and their results have no legal force. Organizing and participating in such events constitutes complicity with the occupiers and entails criminal liability.
