The Odesa District Administrative Court obliged the Main Department of the Pension Fund of Ukraine in Kherson Oblast to calculate and pay to the deputy of the Kherson City Council Aliona Rotova a pension, including the amount of unpaid pension from August 1, 2022.
This is stated in the court decision.
In addition, the Main Department of the Pension Fund of Ukraine in Kherson Oblast was ordered to pay court fees in the amount of 968.96 hryvnias.
In her statement to the court, the deputy indicated that pension payments have not been credited to her account since August 2022.
In response to the lawyer’s request by Rotova’s representative, information was received from the Pension Fund that pension funds up to July 2022 were transferred to the deputy’s bank account in full.
“Pension funds for August, September and October 2022, transferred by the Main Department to Aliona Rotova’s bank account, were returned by the banking institution to the Pension Fund account with the reason indicated as “other”. Considering the above, the payment of Aliona Rotova’s pension on November 1, 2022 was suspended in accordance with part one of Article 49 of the Law”, – the court decision states.
Rotova’s lawyer stated in the application that the suspension of pension payments is possible only on the basis of an appropriate decision made by the Pension Fund authority or by a court. In Rotova’s case, such decisions, in the lawyer’s opinion, were not made.
The defendant’s representative noted that to restore Rotova’s pension payments she must personally contact any operating service center of the Pension Fund of Ukraine with an identity document to undergo physical identification in accordance with the Regulation on the organization of reception and service of persons applying to the Pension Fund of Ukraine, approved by the resolution of the Pension Fund of Ukraine Board dated 30.07.2015 No.13-1, registered with the Ministry of Justice of Ukraine on 18.08.2015 under No. 991/27436 (as amended).
The deputy’s lawyer reported that on February 21, 2025, an application for payment of the pension at the actual place of residence at an address in the city of Kherson was received via the web portal of electronic services of the Pension Fund of Ukraine.
Separately, the Main Department drew the court’s attention to the fact that Aliona Rotova is a person with respect to whom criminal proceedings have been initiated and she has been notified of suspicion of treason. Thus, the circumstances of the case indicate that the claims are unfounded and unsupported by the norms of law.
The court, having considered the case materials, decided that the suspension of Rotova’s pension payments occurred on grounds not provided for by the Law. The court also concluded that the suspension of the pension payments occurred due to the fault of the authority that appoints and pays the pension, which is a basis for paying the pension for past periods without any time limitation.
It turns out that more than 300 thousand hryvnias must now be paid from the budget to the deputy who has been suspected of treason since 2022.
During the full-scale invasion of Russian troops into Ukraine, Aliona Rotova, according to the SBU, sided with the enemy.
Recall that on June 9, 2022, based on materials from the Directorate of the Security Service of Ukraine in Kherson Oblast, Aliona Rotova was notified of suspicion of treason. The investigation established that from the first days of Russia’s full-scale invasion of Ukraine she voluntarily contacted representatives of the Russian FSB. At the occupiers’ demand, she compiled lists with identifying data of local Ukrainian patriots.
At the same time, she followed instructions from representatives of the Russian FSB regarding the collection of information about units of the Armed Forces of Ukraine and plans to resist the Russian military aggression. During the occupation of Kherson, she continued her financial and economic activities in the regional center. By collaborating with the enemy, she preserved her business.
In the summer of 2022 she left Kherson; it is believed that she went abroad.
According to leaked Russian databases, Aliona Rotova left the occupied Kherson region for occupied Crimea for the first time on May 4, 2022, but returned on May 8. Then during the summer-autumn of 2022 she traveled through checkpoints six times and was recorded in the Russians’ databases.
On November 15, 2022, Aliona Rotova received a Russian passport No.3922713647 and obtained a SNILS No.21854755993.
In September 2023 Rotova already traveled through the Chongar checkpoint — because it is closer to Henichesk, where the occupation administration had by then been established.
In March 2025 she exchanged her Ukrainian driver’s license for a Russian document in Simferopol.
