Law enforcement officers have announced suspicions against two managers of the company that was supposed to build the so-called underground school in Kherson, and against the technical supervision engineer.
This was reported by the Office of the Prosecutor General.
According to the investigation, during the construction of a shelter for one of Kherson’s schools costing over UAH 32 million, the contractor overstated the volumes and cost of completed works in the reporting documents.
The scheme operated in several stages: first the former head of the company entered false data into the certificates, and later his successor continued to submit documents with inflated figures.
Investigators also established that the technical supervision engineer signed the certificates of completed works without properly verifying the actual execution.
According to the expert conclusions, such actions caused damage to the Kherson community of more than UAH 8.8 million.
It is noted that for the former director this is not the first case related to possible abuses during the construction of shelters. Earlier, two indictments had already been sent to court against him — concerning the embezzlement of funds during the reconstruction of a shelter in a hospital and the repair of a shelter in one of the region’s lyceums.
Currently, two company managers have been notified of suspicion of document forgery and misappropriation of property by abuse of official position on an especially large scale (Part 1 of Art. 366, Parts 4 and 5 of Art. 191 of the Criminal Code of Ukraine).
The technical supervision engineer is accused of official negligence that led to serious consequences (Part 2 of Art. 367 of the Criminal Code of Ukraine).
Note that this concerns the notorious Kherson LLC “Budpostach-STSV” and its former head Oleksandr Novokhatskyi.
