Denys Kholodov, head of the Capital Construction Department of the Kherson City Council, is seeking a position in the Dnipropetrovsk OVA.
This was revealed by his declaration submitted as a candidate.
Kholodov is taking the position of chief specialist in the technical supervision department of the construction management of the Capital Construction Department of the Dnipropetrovsk Regional State Administration.
Recall that Denys Kholodov headed the Capital Construction Department of the Kherson City Council in January 2018. In March 2021 he was replaced by the current head of the Dniprovskyi District Council in Kherson, Vladyslav Kondratov.
At the beginning of February 2022, Kholodov again returned to the position of head of the city council’s Capital Construction Department. Rumor has it that Kondratov was dismissed because he fell out of favor with Kherson mayor Ihor Kolykhaiev.
During the tenure of the former head of the Kherson MVA, Roman Mrochka, Kholodov signed a large number of documents, including some with overt signs of corruption.
In July this year it became known that the official is a witness in a criminal proceeding concerning the embezzlement of budget funds for the construction of an anti-radiation shelter for Kherson School No. 41.
According to investigators, the contract between the company “Будпостач-СТСВ”, which was to construct the shelter, and the Capital Construction Department of the Kherson City Council was concluded in September 2024, and already in December the former director “компанії “Будпостач-СТСВ” Oleksandr Novokhatskyi began entering false data into the certificates of completed works.
At the end of June, Oleksandr Novokhatskyi was charged with official forgery and appropriation of property under martial law. The prosecutor asked to send him to SIZO, emphasizing that the man is already involved in another case for a similar crime, still has access to the company’s documents and may pressure witnesses.
In contrast, the defense assured that all evidence has already been seized, and bail was posted for the suspect in the previous episode. Ultimately, Novokhatskyi was prohibited from leaving his home without the investigator’s permission and was ordered to appear at all summonses.
