To implement the Comprehensive Recovery Program for the territory of the Kherson city territorial community for the period up to 2027, funding of over 1,8 billion UAH has been planned.
The order approving the Program was signed by the head of the Kherson Military-Civil Administration, Yaroslav Shanko.
According to the plan, the active phase of financing is to begin in 2026.
The lion’s share of funding – over 1,088 billion UAH – is planned to be mobilized already in 2026. The largest source of receipts is expected to be combined financing from state, regional, and local budgets together with funds from international donors, which will total over 978 million UAH over two years.
The plan also includes a separate line item for direct support from international donors, which next year is expected to amount to 285,1 million UAH.
In addition, in 2026 a subsidy of funds from the European Investment Bank in the amount of 229,2 million UAH is expected to be received.
The final phase of the program in 2027 is allocated 711,2 million UAH. During this period, in addition to budget funds and assistance from international partners, it is planned to attract enterprise resources in the amount of over 286 million UAH.
