On the left bank of Kherson Oblast in September 2025, the head of the department of the occupation State Traffic Safety Inspectorate of the so‑called Holoprystansky municipal district, police major Mykola Chernyshov, was detained.
This is reported by pseudo-opposition media.
According to the occupiers’ version, he is suspected of systematically extorting money from local farmers in exchange for the unhindered transport of agricultural products.
Occupation media also claim that the collected funds may have been passed to the former unlawful head of the Ministry of Internal Affairs of Kherson region, Mykhailo Lipandin, and his circle. The latter is named as being involved in establishing corruption schemes within the security forces in the occupied territory.
Recall that in October this year the occupiers dismissed Mykhailo Lipandin. The new head of the occupational MIA of Kherson region was appointed Volodymyr Savchuk.
Lipandin is known for organizing beatings of local activists and attacks by “titushky” during the Revolution of Dignity. In May 2022 Ukrainian law enforcement notified him of suspicion of collaborationism.
