In the first nine months of 2025, the number of civilian deaths and injuries due to hostilities increased by 31% compared to last year.
Kherson and Donetsk regions account for 69% of civilian death cases that occurred along the entire front line of Ukraine
This was reported by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, citing the report of the UN Monitoring Mission on Human Rights.
Thus, in September this year at least 214 civilians were killed and 916 were injured. This trend remains at the level of August 2025.
Most deaths and injuries occur in the Kherson and Donetsk regions. The main cause of deaths here are short-range drones. From drone strikes in these regions a total of 54 people were killed, and another 272 – injured. Such figures constitute 29 % of all civilian victims in the country.
The UN’s September report also mentions 36 killed and 306 injured from Russian missile strikes. Such attacks continue to pose a serious threat to civilians, especially in large cities such as Kyiv, Zaporizhzhia and Dnipro.
In addition, during the month 31 attacks on Ukraine’s energy infrastructure were documented – a 15-percent increase in the number of such attacks compared with August 2025. In Chernihiv region alone at least 12 attacks led to temporary power outages in several districts and the subsequent implementation of planned outages in October, the UN reports.
Recall that it was previously reported about the death in Kherson of 2,877 civilians as a result of Russian drone strikes since 28 September 2023.
