Employees of the State Bureau of Investigation (DBR), in cooperation with the SBU, have notified the head of one of the Ministry of Internal Affairs’ territorial service centers in the Kherson region and two of his accomplices of suspicion; they had been demanding money for the illegal exchange of driver’s licenses.

The scheme was primarily targeted at citizens who are abroad. By law, to exchange or verify a driver’s license a person must personally contact the service center. It was precisely the desire to bypass this procedure that the perpetrators decided to exploit for profit.
One of the accomplices was finding “clients” and receiving money from them. A notary acted as an intermediary in transferring the bribes, passing them to the head of the service center. The official, having access to the registers, conducted verifications and issued new licenses without document examination and without the presence of the applicants.
The cost of such a “service” ranged from 200 to 600 US dollars.
According to operational data, the suspects managed to process about twenty licenses for money.
Law enforcement officers detained the participants in the scheme while receiving another bribe. They face up to 10 years of imprisonment.
