Kherson City Court allowed investigators to obtain data from the State Land Cadastre in a case about the possible illegal registration of more than 50 land plots on the territory of the Kherson community.
This is stated in the corresponding court rulings.
A criminal proceeding was opened after a report from the Kherson MVA about a possible forgery of an order of the head of the city military administration, on the basis of which ownership of a land plot was registered.
It turned out that a private notary was formalizing land rights based on forged orders. The check showed that the Kherson MVA never made such decisions, no one drafted the document projects, and the people who allegedly received the land did not contact the city council at all.
During the investigation, investigators combined several cases into one. They believe that in 2024–2025 a group of people, including officials of the Kherson MVA, may have used fake documents to register land, and then claim compensation for property destroyed by the war.
The police have already questioned 25 members of cooperatives, who said that they did not handle the privatization themselves — they entrusted everything to an intermediary who died in October 2025. The documents themselves were prepared by a land surveyor. Since the plots are located in an active combat zone, no specialists traveled there or conducted inspections.
Investigators also found that there are no paper documents for 47 land plots in the State Fund of Land Management Documentation. At the same time, these plots are already in the land cadastre.
Currently investigators want to find out who exactly and when entered these data. They will check the electronic signatures of the land surveyors, the computers from which the registration was made, and the electronic documents themselves.
