In the Kherson region, they are planning and transitioning to a system of modular boiler houses that have autonomous heat sources. They are built quickly and fixed at a specific location.
This was reported during the final press conference for 2025 by the Head of the Kherson Regional Military Administration, Oleksandr Prokudin.
“They provide the ability to keep large facilities operating without interruption under any conditions,” — said the Head of the Kherson Regional Military Administration, Oleksandr Prokudin.
At the same time, the Kherson Regional Military Administration is working on cogeneration issues.
“This is also a story about the Kherson region. Even now, if we had two underground cogeneration units of 4.5 and 3.5 megawatts, which are installed in groups of four, we could provide large districts with heat and electricity,” — added Prokudin.
According to him, such an approach will reduce dependence on a single large facility, create backup sources, and increase resilience against constant Russian attacks.
Regarding individual heating, the Kherson Regional Military Administration is considering moderately switching consumers on remote heat supply branches to individual gas or electric heating.
“However, it should be understood that gas supply facilities are high-risk sites. In addition, to switch to individual heating, it is necessary that all residents in the entrance served by a single gas riser are present so that at least one apartment with individual heating can be started,” — emphasized Prokudin.
For such a transition, appropriate technical conditions and a modernized gas supply system must be in place. According to Prokudin, the gas throughput capacity in some districts is insufficient to distribute natural gas for individual heating.
“If this is done without all the technical measures, it could end in more than one tragedy, and Khersongaz always says this — they are responsible for it,” he emphasized.
Currently, the Kherson Regional Military Administration is working and preparing to switch to individual heating in those areas where it is possible and where technical capacity allows.
Recall that as a result of systematic Russian shelling, the Kherson thermal power plant (CHP) ceased operations on the morning of December 4.
Currently, 50% of the city is without heat supply. It is impossible to predict restoration timelines due to the danger to repair crews.
