Today, February 25, the Security Service of Ukraine detained on bribery the head of the SBU directorate in Zhytomyr Oblast, Volodymyr Kompanichenko. It is known that until 2021 he served as deputy head of the SBU directorate in Kherson Oblast.
This was reported by Suspilne with reference to a post by the Prosecutor General of Ukraine, Ruslan Kravchenko.
It is noted that the SBU’s internal security, with the assistance of the Commander-in-Chief of the Armed Forces of Ukraine, uncovered and detained the Logistics Commander of the Air Force Command of the Armed Forces of Ukraine in schemes involving defense funds.
The Prosecutor General wrote that, according to the investigation, in May 2025 a decision was made to allocate 1.4 billion hryvnias for the construction of prefabricated arched structures. Inspections by the SBU Military Counterintelligence Department revealed that the designs did not meet safety requirements, the structures did not provide adequate protection for aviation, and the cost of the work was significantly inflated. Despite this, advance payments under the contracts began to be transferred.
According to the Prosecutor General, in order to conceal the embezzlement of budget funds and stop the inspections, the logistics commander turned to the head of the SBU directorate of one of the regions, asking to “assist” in bribing the leadership of military counterintelligence.
“The head of the SBU agreed and acted as the “guarantor” of the “deal,” as he personally involved one of the contractors in the scheme. According to the investigation, to avoid liability and ensure non-interference in the inspection process, the officials proposed to transfer about 13 million hryvnias (1% of the projects’ funding) to conceal the embezzlement of budget funds. It was also planned to involve “loyal” auditors to prepare fictitious conclusions about the quality of construction. On February 25, during the attempt to transfer the illicit benefit the participants of the scheme were caught “red-handed.” USD 320,000 was seized,” — wrote Ruslan Kravchenko.
Currently, a notice of suspicion is being prepared for the officials under Article 191 of the Criminal Code of Ukraine “Appropriation, embezzlement of property or seizure thereof by abuse of official position”.
