Among 425 entrepreneurs from the Kherson region whose income in 2025 exceeded, according to OpenDataBot analysts, 10 mln UAH, eight have or recently had deputy mandates. Five of them are connected to agribusiness, one each – to the pharmacy business, to trade in goods for motorists, and to the activities of charitable organizations.
Five deputies are included in the top hundred most successful entrepreneurs of the Kherson region, the others – respectively in 120th, 221st and 382nd places.
The Kherson Regional Council and the Kherson City Council are each represented in this list by three deputies, and there is one deputy each in the Kherson and Beryslav district councils.
According to the results of the 2020 local elections, three of these eight deputies were elected to councils from Ihor Kolykhaiev’s Party “We Live Here!”. Two – from “Servant of the People”. One each – from “European Solidarity”, “Our Land” and the “Vladimir Saldo Bloc”, which was banned by a court decision.
The compilation shows not profits, but incomes received by the deputies from companies that are owned by them wholly or partly.
Yuriy Rozhkov
He, based on the results of 2025, is the most successful among Kherson entrepreneurs who have or recently had deputy mandates.

Rozhkov – in 33rd position in the ranking of the most successful Kherson entrepreneurs with a financial result of 217.9 mln UAH. He received such income from two private enterprises – “Original Auto” (215.5 mln UAH) and “Yug Oil Service” (2.4 mln UAH). They are registered in Kherson, and in both Rozhkov is the sole owner. Both enterprises trade goods for motorists: spare parts, accessories, technical fluids, etc.
Yuriy Rozhkov has been doing business since 1998, and until 2014 he had no political ambitions or desire to go into power. In 2014 he became an advisor to then-head of the Kherson Regional State Administration Andriy Putilov. In the autumn of 2015 Rozhkov was elected a deputy of the regional council from BPP. In 2015–2017 he was a member of the council of the Kherson territorial organization of the political party “European Solidarity”.
In the regional council he headed the communal commission. Until recently he helped Manger sell communal property. In particular, he advocated for the privatization or transfer for lease of the iconic building for Kherson’s cultural life – the “Illuzion” cinema, where local activists wanted to open a cultural center.
In 2019 he founded the NGO “Yuriy Rozhkov Civic Platform ‘Good Will Prevails!’”. He planned to run for mayor of Kherson, but later supported Ihor Kolykhaiev. In May 2020 he created the “We Live Here” group in the regional council. In the same year he headed the Kherson city organization of Ihor Kolykhaiev’s Party “We Live Here!” and was elected a deputy of the Kherson City Council from it. He became head of the faction.
In the city council he chaired the permanent commission on housing and communal services, housing policy, energy saving and improvement.
On the night of February 25, 2022, he was wounded near the Antonivskyi Bridge. After that he was evacuated from occupied Kherson. In January 2023 he founded the private enterprise “Zollex” in Ivano-Frankivsk. It, like Rozhkov’s other enterprises, trades goods for motorists.
In March 2024 the then-head of the Kherson City Military Administration Roman Mrochko by his order terminated Yuriy Rozhkov’s deputy powers at his request.
Vasyl Shtendera
Deputy of the Beryslav District Council from the “European Solidarity” party Vasyl Shtendera – is second in the ranking of the most successful deputy-entrepreneurs of the Kherson region. In 2025 he received income of 124.1 mln UAH and occupies 62nd place in the regional ranking.

The largest income (109.3 mln UAH) Shtendera received from LLC “Dodola 2021”, where he is the sole owner. Income from PE “Agrofirm-Dodola” (he has a 50% share) amounted to 19.2 mln UAH, from LLC “Lan-Agro” (share – 25%) – 16.3 mln UAH, from LLC “Agrofirm ‘Sfera’” (share – 24.99%) – 4.2 mln UAH. All these enterprises are agricultural.
In 2008 Vasyl Shtendera became a co-founder of PE “Agrofirm-Dodola”. In 2020 he was elected a deputy of the Beryslav District Council from the “European Solidarity” party. In 2021 he founded LLC “Dodola 2021”. In 2022 he founded LLC “Pivden Trans Company”.
In January 2026 PE “Agrofirm-Dodola” received the “Golden Ear” award.
Serhiy Rybalko
Deputy of the Kherson Regional Council of three convocations Serhiy Rybalko – is in third position. He finished 2025 with income of 123.4 mln UAH and ranked 65th in the overall Kherson ranking.

Rybalko is a well-known agricultural entrepreneur in the Kherson region. In 2022–2023 he acquired 23 land plots in Zhytomyr region.
In 2025 the main business asset of Serhiy Rybalko – the farming enterprise “Adelaide” registered in the Kherson region – brought its co-owner (the business share belongs to the deputy’s wife Olena) income of 186.7 mln UAH. The deputy received another 14.3 mln UAH from LLC “Norika-Ukraine”, which was initially also registered in Kherson region but in December 2012 changed its legal address to the village of Tupaltsi in Novograd-Volynskyi district of Zhytomyr region.
Serhiy Rybalko began his political activity in 2006, when he was elected a deputy of the Kherson Regional Council of the V convocation from the political party All-Ukrainian Union “Fatherland”. The next year, 2007, Serhiy Rybalko ran for the Verkhovna Rada of the VI convocation from BYuT, but was not elected. In 2015 he was elected a deputy of the Kherson Regional Council of the VII convocation from the party “Our Land”. In 2020 he was elected to the Kherson Regional Council of the VIII convocation – also from “Our Land”.
Viktor Derkach
The fourth position belongs to the deputy of the regional council of two convocations Viktor Derkach – also a well-known agricultural entrepreneur in the Kherson region. He is in 67th position among the most successful entrepreneurs of the Kherson region with income for 2025 of 119.7 mln UAH.

He received such income from four enterprises. The largest – 90.3 mln UAH – from SFG “Berehynia”, where he is the sole owner. The deputy’s income from LLC “Sonyachne Obijstia”, where he has an 80% share, is 22.7 mln UAH. Income from PE “Stokolos” (the deputy’s share – 65%) – 16.4 mln UAH. PE “Agrofirm ‘Hetman’”, where Derkach is the sole owner, brought him income of 510 thousand UAH.
Viktor Derkach began his political activity in 2010, when he was elected a deputy of the Beryslav district council from the party “Strong Ukraine”. In 2015 he was elected a deputy of the Kherson Regional Council from the party “Bloc of Petro Poroshenko — Solidarity”.
He was part of the majority that supported Vladyslav Manger. He voted for an appeal asserting Manger’s innocence when the latter was sent to pre-trial detention. He even took part in a rally in support of the person accused of ordering the murder of Kateryna Handziuk.
In 2019 a company co-owned by Derkach acquired a yacht club from a shipbuilding plant. In 2020 he was elected a deputy of the regional council from Ihor Kolykhaiev’s Party “We Live Here!”.
Volodymyr Khvostov
The last of the current and former deputies present in the top hundred most successful Kherson entrepreneurs of 2025 is Volodymyr Khvostov – a deputy of the Kherson Regional Council from the “Servant of the People” party. He is in 69th position in the regional ranking with income of 113.6 mln UAH.

The deputy’s business is in the agricultural sector and in passenger transportation. The latter became the most profitable for him in 2025. LLC “Agroprodukt Logistics”, where Khvostov has a 90% share, brought him income of 88.3 mln UAH. Income from the livestock company LLC “Tak – Moloko” (the deputy’s share – 50%) amounted in 2025 to 67.4 mln UAH.
In 2013 Volodymyr Khvostov attempted to build an illegal shop on a flowerbed in the Tavriiskyi neighborhood of Kherson.
In 2020 he was elected a deputy of the Kherson Regional Council from “Servant of the People”. Member of the permanent commission on agriculture, land relations and ecology.
In 2021 he founded the “Volodymyr Khvostov Charitable Foundation”. In September 2021 he became president of the football club “Enerhiya”.
In February 2022 Khvostov’s company distributed milk to people free of charge.
In December 2025 a court found the deputy guilty of hiding assets and imposed a fine. Also in 2025 the deputy submitted a statement about renouncing his mandate, but deputies still have not voted for his resignation.
Inna Sorokunska
The list of deputies outside the top hundred most successful Kherson entrepreneurs opens with Inna Sorokunska. Since January 2022 she became a co-founder of the farming enterprise “Sapphire-Agro”, which is in fact controlled by her father, regional council deputy Serhiy Sorokunskyi, and her brother, also Serhiy.

Since June 2024 Inna Sorokunska has been listed in registers as the ultimate beneficial owner (controller) of “Sapphire-Agro”. Thanks to this she ended up in 120th position in the ranking of the most successful entrepreneurs of the Kherson region with a financial result for 2025 of 58.2 mln UAH.
In 2020 Sorokunska was elected a deputy of the Kherson District Council from the banned “Vladimir Saldo Bloc”. In 2020 she worked in the Kherson City Council as a state registrar.
Serhiy Sorokunskyi, a regional council deputy from the “Vladimir Saldo Bloc”, during the Russian occupation of the right-bank part of Kherson region took part in the “confiscation” and removal to the Russian Federation of property of Ukrainian agricultural producers. According to the SBU Main Directorate in the Autonomous Republic of Crimea, he took more than 130 tons of stolen sunflower seed to Russia.
In addition, the deputy provided Russian servicemen with housing, food and serviced their military equipment. For this he received the status of a “federal adviser” and a pass. In the autumn of 2022 he fled abroad, and later returned to Ukraine.
“SBU officers established his whereabouts and detained him. Computers, accounting documents and draft records confirming the committed crimes were seized during searches at the suspect’s home and enterprise,” the security service reported.
Already in the spring of 2023 materials were found at Sorokunskyi’s home that confirm he collaborated with the Russians.
At the end of 2023 Sorokunskyi filed a lawsuit against the MOST and Hryvna publications. He asked the court to force the media to retract information about his possible cooperation with the Russians. During the proceedings it became known that the court seized the property of the family’s agricultural enterprise in the case investigating the suspected collaboration of the regional council deputy and his family members. In April 2024 the court refused his claim against the journalists and later did not satisfy his appeal.
On March 5, 2025, officers of the Security Service of Ukraine in the Autonomous Republic of Crimea informed Sorokunskyi of suspicion of aiding the aggressor state and conducted searches at his home. Later he was released on bail of 908 thousand hryvnias, but shortly after the scandal he received a new suspicion under Article 438 of the Criminal Code of Ukraine “War crimes”. This time the court decided to detain the suspect without bail.
In February 2026 Serhiy Sorokunskyi Sr. nevertheless managed to be released from pre-trial detention on bail.
Andriy Dmytriiev
Deputy of the Kherson City Council of four convocations Andriy Dmytriiev – is in 221st place with income for 2025 of 26.9 mln UAH.

Income from LLC “VKF ‘Medpreparaty’”, which sells pharmaceutical goods at retail and in which the deputy owns a 50% share, amounted to 17.9 mln UAH. And 8.9 mln UAH – income from LLC “Polimed”, a manufacturer of corrugated paper and cardboard, paper and cardboard packaging. Dmytriiev is the sole owner of this company.
Andriy Dmytriiev was first elected a deputy of the Kherson City Council in 2002. In 2006 he was re-elected from the party “People’s Union – Our Ukraine”. In 2010 he ran for the city council from the “People’s Ecological Party” but lost.
In 2015 he headed the city organization of the party “Self Reliance” and was elected a deputy of the Kherson City Council from this party. He was head of the budget commission. In March 2017 Dmytriiev was removed from this position.
In 2020 Andriy Dmytriiev again became a deputy of the city council. This time from Ihor Kolykhaiev’s party “We Live Here!”. At the beginning of the term he was almost the main figure in the mayor’s circle, but over time Dmytriiev was pushed aside. By the end of 2021 he had almost lost his influence.
In March 2024 the then-head of the Kherson City Military Administration Roman Mrochko terminated his powers. According to MOST, Dmitriiev now lives in Spain.
Vadym Danyk
Deputy of the Kherson City Council from the “Servant of the People” party Vadym Danyk – is in 382nd position in the ranking of the most successful entrepreneurs of the Kherson region with income of 11.9 mln UAH. But this income is not from business; it is a formal share of Danyk in the receipts of the charitable fund “Mayak Vіdnovlennya” (Beacon of Recovery), where he is a co-founder.

The deputy’s business – LLC “Pride Marine Agency” – is a crewing agency (a company for the employment of seafarers), where he is a co-founder and director; in 2025 it brought income of only 9.4 thousand UAH.
Vadym Danyk was elected a deputy of the Kherson City Council in 2020. He got into the “Servant of the People” party lists on the quota of Pavlo Pavlish – the MP elected in Kherson region from the “Servant of the People” party.
In 2021 he defended his dissertation to obtain the degree of Candidate of Technical Sciences. In May 2023 he founded the Charitable Organization “Beacon of Recovery”. As of 2024, judging by his declarations, the deputy lived off savings, according to his declarations.
