The Kherson City Court convicted the deceased deputy head of the occupation administration of Kherson Oblast, Kyrylo Stremousov, on four articles of the Criminal Code of Ukraine.
This is stated in the court verdict.
The court found that after the occupation of part of Kherson Oblast in 2022, Stremousov joined the Russian occupation administration and assumed the position of deputy head of the occupation Military-Civil Administration of Kherson Oblast for external and internal policy.
In this pseudo-position he took part in governing the occupied territory, supported the decisions of the illegal authorities, and aided their functioning.
From May to November 2022, as part of the occupation «commission,» he made decisions regarding the detention and release of people.
In addition, Stremousov was one of the organizers and public participants of the pseudo-referendum on the accession of Kherson Oblast to the Russian Federation. He campaigned among local residents, appeared in the media, distributed propaganda materials, and urged support for changing Ukraine’s state border.
His actions were classified under several articles of the Criminal Code of Ukraine, in particular as aiding the aggressor state, collaborationist activity, public calls to change Ukraine’s territorial borders, and justification of aggression.
For the aggregate of these crimes, the court initially imposed a sentence of 12 years of imprisonment with confiscation of property and a ban on holding positions in government bodies.
At the same time, taking into account the previous verdict of the Khadzhibey District Court from October 2023, the final punishment was set as life imprisonment with confiscation of all property and a ban on holding positions for a period of 15 years.
Stremousov was a pro-Russian public figure from Kherson. He actively supported Russia immediately after it occupied part of Kherson Oblast. The SBU announced suspicions against him as early as March 2022.
On November 9, 2022, Stremousov died. The occupation administration reported that he was involved in a car accident near the city of Nova Kakhovka. This happened on the day when Russian Defense Minister Sergey Shoigu gave the order to withdraw from Kherson.
Since the Ukrainian authorities cannot officially confirm Stremousov’s death, he was tried as a living person.
