The mother of the Kakhovka traitor Pavlo Filipchuk, Olena, was found guilty of collaborationist activity.
This was reported by the Center for Journalistic Investigations, citing the court verdict and other sources.
In 2023 the Russians appointed her as a so-called deputy of the illegally established local occupation council.
According to eyewitnesses, the woman campaigned for the Russian invaders, took part in distributing so-called humanitarian aid, and publicly promoted herself as a representative of the occupation authorities.
The Novovorontsovskyi District Court found her guilty under part 5 of Article 111-1 of the Criminal Code of Ukraine (collaborationist activity) and sentenced her in absentia to 10 years imprisonment with confiscation of property.
Five plots of land totaling about 5.4 hectares, a residential house, half of another house, and a share of an apartment are subject to confiscation from Filipchuk. She was also banned for 15 years after serving her sentence from holding positions in government bodies and providing public services. The verdict has not yet come into legal force.
Olena Filipchuk — a former deputy of the Kakhovka City Council, a native of Henichesk, and the mother of the occupiers’ appointee head of Kakhovka, Pavlo Filipchuk.
Meanwhile, in the temporarily occupied territory of Kherson region, a so-called court is considering a case against Olena Filipchuk on charges of embezzling funds from the occupation pension fund of the Kakhovka district, which she headed.
According to the occupation authorities’ version, in December 2022 Filipchuk paid subordinate employees wages smaller than those calculated, appropriating the difference by forging signatures on payroll documents. The amount of damages, according to the occupiers’ statements, exceeds 280 thousand rubles. She is charged under part 3 of Article 160 of the Criminal Code of the Russian Federation — embezzlement, which provides for up to six years imprisonment or a fine.
Earlier, the Center for Journalistic Investigations reported that in 2024 Russian security forces seized a car registered to Olena Filipchuk, which had been used by her son Pavlo Filipchuk. At the end of December 2024, he appointed his mother as deputy head of the occupation «council of deputies» of Kakhovka, giving her substantial allowances and bonuses.
This is not the first time Pavlo Filipchuk has aided his mother’s career. In 2012, with his involvement she was appointed director of the municipal enterprise «Kakhovka Management Company», but later Filipchuk was dismissed amid scandal and convicted of official negligence. In 2022 she was also implicated in cases concerning the seizure of the Kakhovka geriatric boarding house and the looting of banking institutions in the city.
