On the temporarily occupied territories of Ukraine there are currently 146 479 registered active individual entrepreneurs. Among them 12 805 businesses are registered in Kherson Oblast.
This is evidenced by data from the analytical platform Opendatabot.
In percentage terms, the share of entrepreneurs with registration in the occupation in Kherson Oblast is 43% of the total number of all active individual entrepreneurs in the region. Across the country, the largest number of such entrepreneurs is registered in Donetsk (66 116 individual entrepreneurs) and Luhansk (49 517). In Zaporizhzhia Oblast, 18 041 such businesses are registered.
By law, entrepreneurs who have a tax address in the temporarily occupied territories (TOT) do not have the right to legally continue their activities. To continue working, individual entrepreneurs must re-register their address in territory controlled by Ukraine and make changes to the Unified State Register.
Earlier it became known that in the first half of 2026 Kherson Oblast entered the top three regions of Ukraine, where the number of individual entrepreneurs decreased.
