On April 21, the Vinnytsia City Court handed down a verdict to the liquidated Kherson top collaborator Volodymyr Lyapkin. He was sentenced to 15 years of imprisonment with confiscation of property.
This is stated in the court ruling.
Thus, in the period from May 2022 to September 2024, he, holding the position of head of the illegally created State Security Service of the Kherson region, served as deputy chief with the rank of major general and received a salary in the amount of 21,000 Russian rubles.
Lyapkin carried out organizational and managerial as well as administrative functions, contributed to the establishment of the occupation system, coordinated the work of subordinates and ensured the operation of a structure that acted in favor of the aggressor state.
In addition, on April 5, 2023, he received the occupiers’ award “For Merits to the Kherson Region” II degree.
He was accused of crimes provided for by part 2 of Article 111 and part 7 of Article 111-1 of the Criminal Code of Ukraine. By court decision Lyapkin was sentenced to 15 years of imprisonment with confiscation of property and a ban on holding positions in law enforcement agencies for a period of 15 years.
It should be noted that Volodymyr Lyapkin is a career SBU officer who in 2013 headed the Department of Operational Documentation. After fleeing to Crimea in 2014, he returned to the attention of Ukrainian law enforcement already during the full-scale invasion.
After the capture of Kherson, Lyapkin directly led “filtration measures” and repressions against peaceful Kherson residents.
In 2025 the Security Service of Ukraine officially notified Lyapkin of suspicion of collaborationist activity. The investigation established his involvement in the persecution of patriots and the organization of the repressive apparatus in the temporarily occupied territories.
Later Lyapkin, under the call sign “Baty,” went to fight in the unit «Bars-33» (also known as the Margelov Battalion), which was created under the aegis of the occupation governor of Kherson region Volodymyr Saldo.
