The State Duma of the Russian Federation has finally passed a law that allows apartments and houses in temporarily occupied territories to be declared “ownerless” and confiscated.
This was reported by the Center for Countering Disinformation.
Forced deprivation of property will continue until 2030.
Although the practice of “seizing” housing through fictitious ownerlessness has existed in the TOT for a long time, the Kremlin has now elevated it to the federal level. Specific officials in Moscow offices are responsible for the process, writes the CPD.
It is noted that there are no clear criteria; they will be determined by the occupation administrations themselves, which opens the way to mass appropriation of real estate. In practice this means that any housing of people who left because of the war can be declared “ownerless”.
Recall that recently the pseudo‑governor ordered to speed up the creation of a register of “ownerless” property in the TOT of Kherson region.
The occupiers plan to house Russian specialists, who are being invited to work in the occupied territories due to a shortage of personnel, in the homes of left-bank Kherson residents who have left.
Also, on September 16 the occupation government of Kherson region approved a procedure that changed the mechanism for identifying and registering and the use of residential premises that show signs of ownerless property in the TOT of Kherson region.
