On 22 December in Henichesk Russian police officers detained the head of the occupation council of deputies of Kakhovka, Oleksandr Zuyev, for driving a vehicle under the influence of narcotics.
This is reported by IRS-South.
An administrative offense report has been drawn up against him. Zuyev faces losing his membership in the United Russia party and his position as head of the occupation council.
Two years earlier, Oleksandr Zuyev had already been detained while driving a BMW under the influence of narcotics in Crimea. In March 2024, the occupation court of Simferopol found him guilty of an administrative offense and imposed a fine of 30,000 rubles and deprivation of his driver’s license for one and a half years. After that, Zuyev was appointed head of the occupation council of Kakhovka and continued to drive despite the court’s decision.
Zuyev took part in the seizure of the Kakhovka City Council on 1 April 2022 and is an ally of the occupation head of Kakhovka, Pavlo Filipchuk.
Ukrainian law enforcement officials notified Zuyev of suspicion of collaborationist activity in May 2025.
