The Kherson Court of Appeal upheld the sentence of a Kherson resident and former official Dmytro Tokarev-Talybov — 6 years imprisonment with confiscation of property.
This was reported by “IRS-Pivden” citing the court decision.
The verdict was appealed by both the prosecutor of the Skadovsk District Prosecutor’s Office and the defendant’s lawyer. The prosecutor sought to increase the punishment to 10 years imprisonment, while the defense insisted on a full acquittal.
The court found that in the summer of 2022 Tokarev-Talybov voluntarily sided with the occupiers and took the position of head of the legal support department in the occupation’s Basin Department of Water Resources of the Kherson region. Prior to that he worked at the Kherson Regional State Administration in the field of civil protection.
The accused denied guilt and claimed that he remained in the occupation due to family circumstances and the lack of a safe way to leave. He also stated that he did not know that the new “enterprise” operated under Russian laws. However, the case materials contain Russian payment documents showing his position and a salary of 100 thousand rubles.
The Court of Appeal found that Tokarev-Talybov consciously and voluntarily agreed to cooperate with the occupiers. The main punishment was left unchanged — 6 years imprisonment with confiscation of property.
At the same time, the court specified the additional punishment: after his release he will be barred for 10 years from holding public positions related to organizational-managerial or administrative-economic functions.
The verdict has come into legal force. Time spent in pre-trial detention from July 25, 2023 was credited toward the sentence. Tokarev-Talybov is expected to be released in 2029.
