The Kherson Regional State Administration entered the top three among Ukraine’s regional state administrations by pay level in October 2025, taking second place.
This is evidenced by data from the Ministry of Finance of Ukraine.
The average salary of employees of the Kherson Regional State Administration in October was 55.99 thousand hryvnias.
The highest average salaries were recorded in Kharkiv Oblast — 58.84 thousand hryvnias. Donetsk Oblast took third place in the ranking with 53.04 thousand hryvnias.
At the same time, in Kherson Oblast the approved maximum number of employees of local state administrations is 1223 persons, whereas in fact 764 employees work in the authorities. In the reporting month, 636 employees received salaries.
The number of vacant positions is 459, which equals 38% of the approved staffing level.
As a reminder, in November the leadership of the Kherson Regional Military Administration earned a total of 1 010 124 UAH.
