Deputy of the Kherson Regional Council Oleksandr Spivakovskyi initiated an appeal to the Verkhovna Rada and the Cabinet regarding regulation of payment for housing and communal services for residents of the Kherson region.
Spivakovskyi reported this on his Facebook page.
The main demand of the appeal is to stop the accrual of debts at the state level for those who are living or previously lived in an area of active hostilities.
This also concerns internally displaced persons, who are now often forced to pay twice: both for the housing left at home and for rented accommodation in other regions. This approach is intended to protect people whose housing has been destroyed or is unavailable for use.
The document pays particular attention to debts that arose during the occupation. It is proposed to introduce a clear mechanism for writing off these amounts, since the occupying forces often used the resources while bills were issued to the lawful owners.
The initiative also provides for compensation for those citizens and entrepreneurs who continued to pay for utilities since the beginning of 2022.
Note that on December 23 the deputies of the Kherson Regional Council did not gather for an extraordinary session due to lack of quorum.
According to the head of the regional council Oleksandr Samoylenko, the date of the next meeting will be announced later.
