The Department for Civil Protection of the Kherson City Council ordered radio-electronic reconnaissance and drone video-signal interception devices.
As indicated on Prozorro, the department ordered 68 Whoover 3.3. drone detectors for a total amount of 1 652 889 UAH. That is, they will pay 24 307 UAH per device.
According to an internet search, such devices cost from 16 000 to 29 500 UAH, depending on the configuration.
The purchase was carried out without using the electronic system, citing martial law. Funding is provided from the local budget of the Kherson community.
The supplier is listed as the Kyiv LLC “Artefaktoriya”, created two months ago. However, there are earlier mentions on social networks from volunteers thanking the company for providing equipment to the military free of charge. Note that the company’s website is currently not working.
According to data from the analytical system YouControl, the head and one of the company’s co-founders is Marianna Andriasyan. She is also registered as a private entrepreneur (FOP) and provides consulting services on commercial activities.
Two other founders – Oleksiy Harashchuk from Zhytomyr region. He also has a FOP with the KVED “Research and experimental development in other natural and technical sciences”. The third founder – Vardan Vardanyan from the city of Slavutych.
