A shell company that built underground schools in Kherson must pay the contractor more than 7.5 million hryvnias.
This is stated in the decision of the Odesa Commercial Court.
Private enterprise “ANK” recovered the debt through the court for the supply of concrete, its delivery and other works.
The fake LLC “ Тенsens”, which was bought and registered to a taxi driver from Poltava, did not pay for more than a thousand tons of concrete, one hundred tons of crushed stone, as well as delivery work.
Having examined the evidence, the judge decided to recover from LLC “Тенсенс” in favor of Private Enterprise «АНК» 5.2 million hryvnias of debt and over 2.8 million in fines, penalties and damages.
As MOST wrote earlier, the company ANK builds so-called “underground schools” in Kherson on a subcontract. The then head of the Kherson MVA, Roman Mrochko, handed the contracts to shell firms Budpostach-STSV and Tensen s, which had neither equipment nor workers. And they, in turn, hired PE ANK from Kherson to build the facilities.
Thus, part of the money allocated for construction ended up in the pockets of the owners of the shell companies, while the real builder was left with the debts.
That ANK is the real contractor we wrote about back in the autumn of 2024, when the director and owner of the firm Oleksandr Kastornov attacked a MOST journalist.
At that time law enforcement also reported that ANK is a subcontractor.
Later Kastornov began writing on TikTok that “Lviv criminals” did not pay him the funds.
MOST already at the start of construction wrote that both shell companies were connected to each other.
We also wrote that Kherson law enforcement have finally begun to investigate the activities of a number of shell firms that received tens of millions for the construction of shelters.
As MOST previously wrote, the Department of Capital Construction of the Kherson City Council in the autumn of 2024 and in December 2024 concluded contracts with Kyiv LLC “Тенсенс” for the construction of large anti-radiation shelters in Kherson.
The company was bought from Kyiv lawyers and re-registered to a former taxi driver from Poltava.
In the winter of 2025 SBU officers during a search of the office of Kherson LLC “Budpostach-STSV” found the seal of Kyiv LLC “Tensens”. In other words, both firms were controlled from the same office.
Later Tensen s created another shell firm – LLC “Megaplan Fast”.
During the power vacuum, when Roman Mrochko had already been dismissed and Yaroslav Shanyk had not yet been appointed, Kherson officials awarded it the contract to build a civil defense protective structure on the territory of General Education School I-III degrees No. 41.
The company LLC “Megaplan Fast” shows all signs of being fictitious and is also linked to the former leadership of Kherson.
Interestingly, the ownership structure of the company was signed by Maksym Serdyuk. The same Poltava taxi driver who founded the construction company LLC “Tensens” and decided to build an anti-radiation shelter in Kherson.
The new Kherson authorities terminated the contracts with Mrochko’s shell firms. Who will finish building the costly shelters is currently unknown.
