There are 284 natural monopoly entities in Kherson region. The majority of them operate in the fields of water supply, sewage, heat supply and other communal services.
This is evidenced by data from Opendatabot.
Overall in Ukraine, as of the end of May 2026, 3,730 natural monopoly entities were registered, which is 3% more compared with just over two years ago.
The largest number of natural monopolies are registered in Odesa region – 366, followed by Poltava (337), Kyiv (298) and Kherson (284) regions.

The country’s largest natural monopolies by revenue remain “Energoatom”, “Ukrenergo” and “Ukrnafta”.
The most common form of ownership is communal enterprises – they account for 57% of all natural monopolies in Ukraine. Another 22% are limited liability companies.
