The Kherson region shows the lowest rate of local budget approvals not only among southern regions but across Ukraine as a whole. As of 26 December 2025, only 86.2% of local budgets in the oblast have been approved — the worst result among all the country’s oblasts.
This is reported on the Ministry of Finance website.
In neighboring Mykolaiv Oblast, 94.7% of budgets have been approved, and in Odesa – 91.9%.
Local budgets have already been fully approved in Volyn, Donetsk, Zhytomyr, Kirovohrad, Lviv, Kharkiv and Chernivtsi oblasts.
