The names of the most successful businessmen and businesswomen of the Kherson region, whose companies earned the most money last year, have been revealed.

The ranking was compiled by analysts at Opendatabot. We have some questions about the methodology for identifying people in the ranking as residents of the Kherson region, but there is no other similar ranking, so MOST decided to investigate which Kherson residents occupied the first ten lines of the ranking.

Please note that the figures in the article show the combined revenues of the companies owned by the people mentioned, not the companies’ profits.

The top position in the region was taken by Dmytro Zakhoda. He is the beneficiary of more than twenty companies, whose revenues place his business at 440th place among the wealthiest entrepreneurs in Ukraine.

At the end of the year his enterprises’ revenue amounted to over 2.7 billion UAH. Zakhoda’s most profitable company is LLC “Izmail Trading Company”, which trades dairy products, eggs, edible oils and fats. Zakhoda’s connection to Kherson is very uncertain. He had and has no official assets in the region, but on June 20, 2025 he registered as an individual entrepreneur (FOP) at an apartment in the almost completely evacuated Korabel neighborhood.

His main area of activity was retail trade carried out by mail-order firms or via the Internet.

But the business in Kherson did not last long and a week ago, on February 27, 2026, Dmytro Zakhoda closed his FOP.

The secret of Zakhoda’s success is most likely that some of the companies that belong to him on paper actually belong to Andriy Verevskyi’s “Kernel” group.

It is a leading producer and exporter of sunflower oil, a supplier of agricultural products from the Black Sea basin region to world markets. Kernel exports its products to more than 60 countries worldwide. Since November 2007 the company’s shares have been traded on the Warsaw Stock Exchange (WSE). The land bank under cultivation – over 300 thousand ha.

In the example of LLC “Alma Finance”, the ultimate beneficiary of which is Zakhoda, it is clear that he is, presumably, a nominal owner there. The second beneficiary of the company is the International Commercial Company Flamantica Group Limited from the Seychelles. Until the summer of 2025 it was owned by Andriy Verevskyi, a resident of Switzerland. 

We managed to find only one Dmytro Zakhoda in Kherson, and his biography does not resemble that of a billionaire.

In 2019 he received a fine of 1,700 hryvnias for purchasing drugs. Moreover, it was an atypical drug for millionaires “shyrka”, scientifically called acetylated opium – the cheapest drug, which is cooked from poppy straw and chemical reagents like solvents. He purchased it for his own consumption, and was detained in… the Korabel neighborhood on Dorofeyev Street, 3. This is a 5-minute walk from the house where Zakhoda the billionaire is registered.

In August 2024 Dmytro Zakhoda was convicted for the second time, this time for stealing telephone cables. He stole them for almost a month in occupied Kherson. Throughout October 2022 he methodically cut out copper cables, but he was only detained in 2023. How he was found is not indicated in the court documents. He admitted his guilt, after which he received 5 years in a penal colony, which the court, however, commuted to 3 years probation. 

Interestingly, a Dmytro Zakhoda is registered on Facebook who photographed his wife in the Korabel neighborhood in 2022. 

But we cannot say for sure whether this person made such a meteoric career. 

The phone numbers of Dmytro Zakhoda – the billionaire that he provided when registering the FOP — and of the twice-convicted Dmytro Zakhoda are not in service, so we could not clarify anything with them.


The second richest entrepreneur in the region was Ihor Ulanovych, who ranked 681st in Ukraine with income of 1.8 billion UAH.

His only connection to the Kherson region is the registration address in the village of Pryhirya, which is located on the very edge of the Kherson region in the Kochubeyivka community.

He is the owner of LLC “Smart Power Trade”, which supplies electricity and natural gas, and co-owner of LLC “Region Postach-Group”, which supplies Ukrainian and foreign enterprises with natural gas and electricity, as stated on the company’s website.

It is LLC “Region Postach-Group” that brings Ulanovych the largest income of 1.8 billion UAH.

Ulanovych also works as a sales manager for natural gas at the Ukrainian company “Gazpromenergo”, according to its website.

Perhaps this is the richest sales manager. Maybe not in Ukraine, but certainly in the Kherson region – for sure.


The third place in the regional ranking was taken by Oleksandr Breus — he ended up in 903rd place in the nationwide ranking with his companies’ revenues of almost 1.5 billion UAH.

Oleksandr Breus – originally from Nova Kakhovka. This is evidenced by the registration place of his FOP, which he closed in 2014. Prior to that he worked in the advertising field for almost ten years.

In 2016 he even appealed in court a fine imposed on him for allegedly uncleared snow near his photo studio.

After closing his business in Nova Kakhovka he founded the company “Admixer UA” in Kyiv, which provides intermediary services for placing advertising in media and brings him the most income.

In addition, Oleksandr Breus is also a co-founder of the clothing brand GUDU, which he owns jointly with Georgian designer Lashe Mdinaradze.

Also, in 2023 he founded the charity fund “Youamind Foundation”.

Breus, despite his companies being fairly public, is not a very well-known person.

His photo was rather difficult to find, and he himself seems to have long lived abroad, most likely in Portugal. 


In fourth position in the ranking is Serhiy Osinniy. In the nationwide ranking he is 1733rd. In 2025 the entrepreneur received total revenue from his business of 833.4 million UAH. His main assets are the limited liability companies “Sidd Trans Agro” and “Sidd Trans”. The main activity of both companies is “wholesale trade of grain, unprocessed tobacco, seeds and animal feed”.

LLC “Sidd Trans” was registered on September 9, 2016 in Kherson, and on October 10, 2024 its legal address was changed to Kyiv. 

Serhiy Osinniy

LLC “Sidd Trans Agro” was registered on June 19, 2023 with a legal address in Kyiv. Its first owner was a capital resident Roman Holovakha. Serhiy Osinniy became co-owner of the company on December 4, 2023, and on December 5 – its sole owner. On the same day the company’s director became Iryna Osinniy – likely the owner’s wife. According to the registries, she is registered at the same address as Serhiy Osinniy. 

Serhiy and Iryna Osinniy are also registered as individual entrepreneurs with the same primary type of activity: “provision of other information services, n.e.c.”   

Judging by the lack of relevant information on the web, the Osinniy couple does not seek publicity. However, LLC “Sidd Trans” and “Sidd Trans Agro” are mentioned on websites where hired employees post reviews about employers. Users of these resources left mostly negative reviews about the entrepreneurs. In particular, they were dissatisfied with the level of competence and the moral qualities of management and employees.


Closing the top five is Yuliia Shyian. Her business ranked 1909th in Ukraine with revenues of 761 million UAH.

Almost nothing is known about Yuliia Shyian herself, except that she is registered in the settlement of Zelenivka, and in 2023 she founded the company “Standart Agro Petrol” in Kyiv, which sells fuel quite successfully.

Shyian is the owner, director, and accountant of this company.

Since February 2023 the Bureau of Economic Security has been investigating a case in which “Standart Agro Petrol” is implicated.

According to the investigators, the company was part of a scheme involving fictitious supply of liquefied gas for the paper mill “Papir-Mal”. In fact, the gas was not supplied because the enterprise’s equipment does not operate on it, and the operations were carried out solely so that the companies involved could illegally evade paying taxes.

Thus, it is quite possible that one of the region’s most profitable businesses is fake, and its Kherson owner is a front person.

The second five of the ranking

In sixth place among the richest entrepreneurs of the Kherson region is the businessman and politician from Kropyvnytskyi – Ruslan Holub — 1985th place in Ukraine with income of 738 million UAH.

Holub – the CEO of the group of companies “TAK”, which is engaged in agricultural production.

He is better known in the Kyiv region, since in 2010 was elected as a deputy of the Kyiv Regional Council from the “Party of Regions”, and in 2013 the then-president Viktor Yanukovych appointed him head of the Tetiiv District State Administration.

After Yanukovych’s flight Holub tried to become a deputy of the Verkhovna Rada and attempted to get back into the Kyiv Regional Council, but all attempts were unsuccessful.

Ruslan Holub is linked to the Kherson region through four companies, two of which bring him almost a billion in various income – LLC “Tak-Agro” and STOV “Enogray”.

For the sake of profits of “Enogray”, which is registered in the frontline village of Sofiivka of the Stanislavska community, in 2021 Holub changed his registration place from Tetiiv to the village of Pryozerne in the Kherson community, so he got into the ranking as a local entrepreneur, although in fact he is not.

“Enogray” was involved in a scandalous story with collaborator Maksym Lytvynenko, but the company disowned him as early as the beginning of March 2022. “Enogray” has been conducting a legal battle for many years with the Agrofirm-State Farm Bilozerksy. 


In seventh place in the ranking is Kherson entrepreneur Mykola Halahan. In 2025 his income amounted to 583.4 million UAH. In the all-Ukrainian ranking he is in 2555th position. His main business is auto transportation, but he is also known as co-owner of LLC “Amaltea” (1.6% of shares), associated with Serhiy Rybachok – the other co-owner of “Amaltea”, who in 2022 went to cooperate with the Russian occupiers and was sentenced in absentia for this to 10 years imprisonment.

Mykola Halahan is currently owner and co-owner of four enterprises, and in 2025 he obtained income from two: LLC “Hala-Yug” (about 583.2 million UAH) and PE “Halahan-Trans” (231.3 million UAH). Halahan is also registered as an individual entrepreneur (FOP) with activities related to road transport.


In eighth place in the ranking is, in fact, Kherson businessman Oleg Lebedenko, who ranked 2621st in the national ranking of company revenues, which amounted to 570,122,129 UAH for the year. 

He is the founder and co-founder of several dozen companies, the most well-known of which are LLC “FPK Korabel” and related companies. These companies owned part of the capacities of the former Kherson Shipyard, where doors were manufactured. 

Thousands of Kherson residents worked in this and other companies, calling it simply “I make doors for Hirin”, but in fact it should have sounded like “I make doors for Hirins and Lebedenko”, since the latter was a long-time partner of well-known Kherson businessmen, who are now going through difficult times

According to rumors, on the eve of the Russian invasion the business partners were dividing some assets and even had conflicts, but this did not stop them in 2024 from buying, through the Kherson company “Histion” buy the largest real estate object of the “Dragon Capital” group – the “Amtel” warehouse complex in Kyiv region with an area of 100,208 square meters.

The deal took place in March 2024. Its amount was not disclosed, but it could have been 35–40 million dollars.

The owners of the purchasing company are Hennadiy Hirin and Oleg Lebedenko.

In addition, Lebedenko owned a large concrete production plant on the Island and actively entered the construction business, having purchased Volodymyr Saldo’s debts in the company that was building a residential building near the Diagnostic Center in Kherson. 


Ninth in the ranking is Yurii Yatsuk with revenues of about 466.2 million UAH and the 3166th position in the nationwide ranking of the wealthiest entrepreneurs.

Yatsuk – the owner of Odesa LLC “Grand Frukt Torg”, which is engaged in wholesale trade of vegetables and fruits. The company was registered on February 3, 2021. Before Yurii Yatsuk became the owner of the company at the end of January 2025, the owners changed twice. 

The entrepreneur’s connection to the Kherson region is that he is registered in the regional center and from May 2009 to October 2019 he was registered in Kherson as an individual entrepreneur (FOP) with the main type of activity “manufacture of other furniture”.  


Closing the ranking is Kakhovka native Liliia Horbatiuk. She is 3248th in the revenue ranking in Ukraine with earnings of 452.7 million UAH. Currently she owns one company, LLC “Krayina Igrashok”. The company’s website states that it is one of the largest importers and distributors on the Ukrainian market with an assortment of over 10,000 items.  

The company has rights to produce children’s sports goods and leisure goods under licenses from popular brands Disney, Nickelodeon, Animaccord.

The company also develops and releases sporting products under its own trademarks Extreme Motion and Extreme Bike.

She has owned the company since 2023. In November together with Odesa resident Oleg Belsky, and since December 2023 – solely.

The company was founded in 1998 by German citizen Roman Fischer.

And it seems that Liliia Horbatiuk is another front millionaire in it. 

As we can see, the top businessmen of the Kherson region and their companies are almost not connected to the region and hardly pay taxes here. This is obviously related to the security situation and the state of affairs in the city and the region.
