The Vinnytsia City Court handed down a sentence to a resident of the Kherson region, a former employee of the Kherson City Council, Lyudmyla Palmash, who voluntarily headed the occupation’s Financial Supervision Service. She was sentenced to 10 years in prison.
This is stated in the court verdict.
In this position with the occupiers, Palmash effectively established the operation of a punitive financial system – managed recruitment and appointed employees to the “service”, distributed duties and issued orders, contributed to consolidating the occupation administration’s authority among the local population, etc.
The court found Lyudmyla Palmash guilty of committing the crime provided for in Part 5 of Article 111-1 of the Criminal Code of Ukraine (collaborative activity), sentencing her to 10 years in prison, confiscation of property and a ban on holding managerial positions for 15 years.
Before Russia’s full-scale invasion of Ukraine, Palmash worked at the Kherson City Council as the chief specialist of the Strategic Planning and Monitoring Department of the Strategic Development and Investment Directorate.
Last summer the woman had already received a sentence for collaborative activity.
