The State Bureau of Investigation reported suspicion against Mykhailo Shypilov, who during the occupation of Kherson voluntarily took a position at Pre-trial Detention Center No. 1 of the Department of the Penitentiary Service for Kherson Oblast, created by the occupying authorities of the Russian Federation.
This was reported by the Office of the Prosecutor General.
According to the investigation, from June 9 to November 11, 2022, Shypilov held the position of junior inspector of the 1st category in the institution’s security department.
His actions have been qualified under Part 7 of Article 111-1 of the Criminal Code of Ukraine — voluntary assumption of a position in an illegal law enforcement body on temporarily occupied territory, and under Part 2 of Article 111 of the Criminal Code of Ukraine — state treason.
The investigation believes that the suspect, during martial law, sided with the enemy and facilitated the functioning of the occupying law enforcement bodies in Kherson and the region.
It is known that Shypilov served in the State Criminal-Executive Service of Ukraine since 2004 and from 2017 until the end of 2022 worked at the Kherson pre-trial detention center as a junior inspector of the security department.
