Law enforcement officers have notified a Mykolaiv region resident, Kateryna Blikhar, of suspicion; in 2022 she voluntarily agreed to head the occupation-installed Vysokivska Village Council of Beryslav District.

While in the pseudo-position, Blikhar organized the work of subordinates, carried out personnel appointments, and ensured the functioning of the illegal authority.
The suspect also established interaction with other occupying structures, organized payment of salaries in rubles, controlled compliance with the curfew, and handled issues of local residents leaving the community.
In addition, she organized the accommodation of Russian military personnel in the homes of citizens who had left.
The investigation established that she carried out her activities in the illegal authority until November 2022.
Kateryna Blikhar’s actions were classified under Part 5 of Article 111-1 of the Criminal Code of Ukraine as collaborationist activity — voluntarily taking a position in authorities established on temporarily occupied territory.
