The former director of the Department of Territorial Development of the Kherson Regional Military Administration Svitlana Vasina, who was sentenced to 7 years and 2 months of imprisonment for embezzling over UAH 7.7 million in budget funds, has filed an appeal against the verdict of the High Anti-Corruption Court. Along with her, two other participants in the scheme are also appealing the first-instance court decision.
This became known from the relevant court ruling.
As a reminder, on April 20, 2026 the court found Svitlana Vasina, the owner of “Construction Technologies South” Marina Balan and the head of that firm Valentyn Balan guilty of involvement in the misappropriation of budget funds in particularly large amounts and official forgery (Part 5 of Art. 191, Part 1 of Art. 366 of the Criminal Code of Ukraine).
Marina Balan was sentenced to 7 years and 1 month in prison, and Valentyn Balan to 7 years.
As a reminder, in 2024 Svitlana Vasina was charged with suspicion of inflating the cost of technical inspections of social infrastructure facilities that were damaged due to the war, but due to a lack of sufficient evidence she was released on bail, being obliged to wear an electronic bracelet, which was removed a few months later.
In October last year the Kherson Regional Military Administration filed a civil lawsuit against Svitlana Vasina and two of her accomplices in the corruption case in order to recover UAH 9.3 million in material damages that were caused by their possible crime.
At the end of August 2025 Svitlana Vasina was dismissed from the Kherson Regional State Administration.
