Former deputy of the Kherson City Council Oleksandr Malyshev has headed the newly created state budgetary institution “Khersontrans”.
These details have been entered into Russian registers.
The new company was created as the legal successor to the state unitary enterprise “Khersontrans”, which owes millions to counterparties and which the Russians liquidated.
It was also headed by Malyshev since the end of 2024, and before that by Mykola Ostyuchenko.
Oleksandr Malyshev has always been part of Volodymyr Saldo’s orbit. Until 2015 he was a deputy of the Kherson City Council from the Party of Regions and headed the municipal enterprise Khersonkomuntransservice. In this position he long controlled the black market of city transportation and earned excessive profits. In 2012, as a result of yet another clash, an attack occurred against Malyshev. He was wounded with a shotgun in the leg and buttock. Since then he has noticeably limped.
In 2015 the city’s mayor Volodymyr Mykolayenko dismissed Malyshev.
Later, in the autumn of 2015 MOST found that Oleksandr Malyshev presented a forged diploma of higher education when applying for a job.
What Malyshev was doing from 2015 to 2022 is unknown to us. But it is known that since 2014 he regularly visited occupied Crimea.
Interestingly, according to Russian leak databases, Malyshev crossed the checkpoints at the administrative border in the same car as Tetiana Kuzmych at least seven times.
After leaving Kherson for Crimea, on November 22, 2022, he received a Russian passport and purchased an apartment in Alushta on Lenin Street.
DBZ “Khersontrans” is an operator of bus terminals and bus stations. In total, 17 bus stations are under the management of “Khersontrans”. According to the occupiers, they serve 87 routes – 23 interregional, 28 intermunicipal and 36 municipal. At the end of 2025, Russian sources reported that 203 thousand buses had been received and dispatched at them, whereas in 2024 this figure was 118.5 thousand.
