The occupation-appointed head of Kherson Oblast, Volodymyr Saldo, agreed to the implementation of another so-called investment project on the left-bank part of the region.
The corresponding document was published on the occupation administration’s website.
It concerns the construction of “Residential Quarter No. 19” in Henichesk.
The project was handed over to the company “Yugresursstroy”, which the occupation authorities designated as the specialized developer.
According to the documents, the ministry of property and land relations controlled by the occupiers must transfer a plot of land in Henichesk to the company on lease without holding auctions for a period of more than three years. The area of the plot is almost 2.2 hectares; it is held in so-called state ownership.
The company “Yugresursstroy” was registered under Russian law in May 2025 in Henicheska Hirka. Its charter capital is 10 thousand rubles. The founder and head of the enterprise is Andriy Brytchenko, and the main line of activity is the construction of residential and non-residential buildings.
In Henichesk, another company is also registered to Brytchenko — LLC “Yugresurs”, which has a similar business profile but in fact does not conduct commercial operations.
It is known that in 2004–2005 Andriy Brytchenko was registered as a private entrepreneur in Krasnodar Krai, where he was engaged in the trade of alcoholic beverages. Later he held the positions of deputy head of the department — head of the tourism division of the economic administration of the Krasnodar City Administration, as well as deputy head of the administration of the Department of Economic Development, Investments and External Relations of the Krasnodar City District.
