In Kherson, they plan to spend over UAH 15 million on the major renovation of the basement of School No. 24 and to equip a basic shelter there. The Capital Construction Department of the Kherson City Council has already selected the winner of the tender, but the procedure was accompanied by complaints to the Antimonopoly Committee and drew the attention of the State Audit Service.
As indicated on Prozorro, the procurement was announced at the end of January with an expected cost of UAH 16.6 million.
Two companies participated in the tender — LLC “Ukr Bud Restoration” and LLC “Dniproburservice”.
During the auction the first firm offered a lower price — UAH 15.4 million, but the customer rejected its proposal.
The reason for the rejection of “Ukr Bud Restoration” was non-compliance with the technical requirements of the tender documentation. In particular, as stated in the rejection protocol, the company submitted technical data that did not meet the requirements for the renovation of this particular school, did not upload the main document with the price proposal. Questions also arose about the generator the company proposed.
“Ukr Bud Restoration” filed a complaint with the Antimonopoly Committee, trying to prove that the customer was too picky. The company argued that the specific model of the generator could be named already at the contract signing stage, and the absence of some calculations is not critical. However, the AMCU Commission dismissed the complaint.
So the winner of the bidding was recognized as LLC “Dniproburservice” with an offer of UAH 15.5 million.
During the review of their documents the customer found several errors. In particular, the firm did not provide an extract from the VAT payer register, did not indicate information about the absence of terminated contracts specifically with this customer in the past, and submitted false data regarding the consequence class of one of the similar objects. Despite this, the participant was allowed to correct the discrepancies, after which the intention to conclude the contract was published.
However, on March 17 the State Audit Service of Ukraine issued an order to begin an audit of this procurement. Auditors found signs of violations of legislation in the field of public procurement. The inspection is ongoing.
Note that the owner of LLC “Dniproburservice” is Kherson entrepreneur Vasyl P’yatygorets.
In 2024 the company received a contract related to the major renovation of a shelter at the Kherson Regional Hospital. At the end of last year the firm was paid UAH 10 million for the works.
In June 2025 on the second attempt became the winner of the tender for the construction of a shelter at the Kherson Regional Clinical Hospital worth almost UAH 35 million.
The company is run by entrepreneur from Chornobaivka Oleg Butenko. Recently, as a sole proprietor (FOP) without competition he received contracts for the current repair of two basic shelters in Kherson.
