The Department for Civil Protection and Defense Work of the Kherson Regional State Administration may have overpaid for nets purchased from shell sole proprietors by at least UAH 2.4 million. Overpayments amount to up to 40% of the market price.
These data were published in the report of the charitable foundation “Ob’yednannya”.
The foundation’s analysts examined the contracts that were concluded between the Department for Civil Protection and Defense Work of the Kherson RSA and the shell entrepreneurs Maryna Andriievska and Oleksandr Chornyavskyi.
Thus, comparing prices with open online offers, analysts found that Andriievska was ordered a polypropylene net 50×50 mm, which she sells for UAH 40.25 per sq.m. – instead of the UAH 28 market price. For Chornyavskyi the 100×100 mm net costs UAH 21 instead of UAH 15 per sq.m.


Calculations based on market and comparative prices indicate significant financial losses for the regional budget. Approximately UAH 1.47 million was overpaid in favor of sole proprietor Andriievska, and at least UAH 960,000 in favor of sole proprietor Chornyavskyi, the report says.
Recall that recently it became known that Mykolaiv law enforcement officers exposed a scheme to embezzle budget funds in the procurement of anti-drone nets for the Kherson region. According to preliminary calculations by investigators, losses may amount to over UAH 6.4 million.
Law enforcement suspects that the department used a number of shell sole proprietors as “intermediaries”. They bought nets from real suppliers and resold them to the Kherson RSA department at a significantly inflated price. After that the netting was resold to the department itself at much higher prices.
