Employees of the State Bureau of Investigation (DBR) have notified another law enforcement officer from the Kherson region of suspicion, who was involved in the corrupt business of selling driver’s licenses.

The activities of the group, which operated in the territories of the Kherson and Mykolaiv regions, were uncovered by the DBR in 2024. The scheme was organized by a former law enforcement officer: he used his experience and connections to establish a system of “turnkey” driver’s license acquisition for money — without training and in the shortest possible time.
The organizer and three of his associates were previously notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine. Their cases are already being heard by the court.
During the further investigation, investigators identified new participants in the scheme. In November 2025, the DBR notified a law enforcement officer from Kherson, who acted as an intermediary and helped pass on bribes, of suspicion.
Currently the Bureau has uncovered another Kherson law enforcement officer who «supplied» clients for the criminal group. According to investigative documents, he helped at least three people obtain driver’s licenses through an accelerated procedure without undergoing training. It was established that they paid for the «services» 10.5 thousand UAH, 1.8 thousand UAH and 2.5 thousand UAH.
The law enforcement officer has been notified of suspicion of complicity in the receipt of unlawful benefit by an official (Part 5 of Article 27, Part 4 of Article 368-3 of the Criminal Code of Ukraine). The penalty under the article provides for up to 7 years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for up to three years and confiscation of property.
