In Kherson, the police are investigating a possible forgery of documents related to the construction of a residential building. In this case, the husband of the former manager of affairs of the executive committee of the Kherson City Council Tetiana Turchyna – Valeriy Turchyn.

Thus, in January this year a declaration of readiness for operation of a facility in Kherson was submitted to the Department for Architectural and Construction Control of the Kherson City Council.
The documents stated that the construction of a residential building, a kitchen and utility structures began on December 17, 2025, and was completed a month later — January 18, 2026. At the same time, the technical inventory was allegedly carried out by local specialist Serhii Neshataiev.
During the inspection officials established that the photo of the facility depicts an old building, and there are no signs of new construction. Because of this, doubts arose regarding the accuracy of the submitted data.
The materials were forwarded to the police, which opened a criminal investigation under the article on document forgery (Art. 358 of the Criminal Code of Ukraine).
After that, via the application “Diia” Valeriy Turchyn submitted an application to cancel the notification of the start of construction works.
The DABK approved this application, however this does not exempt the suspect from criminal liability for forging documents.
Recall that Tetiana Turchyna became a member of the city council in 2021.
This happened thanks to her connections with the late former deputy mayor of Kherson Anatolii Khomenko. He was the one who brought her into Ihor Kolykhaiev’s team as an advisor to the Mayor of Kherson.
Tetiana Turchyna quickly became Kolykhaiev’s personal assistant and worked with him until he was taken captive.
In March 2023, the former head of the Kherson MVA Roman Mrochko appointed her as the manager of affairs of the city council executive committee. In Mrochko’s team she was almost the closest to the leader and practically formed a pre-election headquarters for him.
Turchyna held this position until her dismissal, which took place in September of last year.
