The Department for Civil Protection of the Kherson City Council ordered the repair of another simple shelter.
As stated on Prozorro, the shelter repair was ordered from LLC “Planeta RS”.
They will pay 4,033,245 hryvnias for the repair. All construction work must be completed by May 29 this year.
According to the YouControl business analytics system, LLC “Planeta RS” was established in 2006 in Kherson. 50% of the company belongs to Lyudmyla Romanova, and 50% – to Kherson native Ihor Startsev.
Lyudmyla Romanova is the wife of Roman Romanov, who during Petro Poroshenko’s presidency headed the state conglomerate “Ukroboronprom”. While he was the general director of the conglomerate, Romanov acquired a scandalous reputation due to a series of abuses at defense enterprises, as well as for questionable personnel decisions. Last year it became known that he founded a paving stone manufacturing plant in the United States.
Ihor Startsev, in turn, besides his share in LLC “Planeta RS”, is the founder of the “Construction Company” in Odesa.
It should be noted that Kherson municipal enterprises and authorities quite often purchase construction works and materials from the company. Just last year they ordered goods and services from it for UAH 22.3 million.
Recall, last year the Department for Civil Protection of the Kherson City Council spent UAH 160 million on procurement and repair of shelters.
