An accountant of a Kherson medical enterprise has been notified of suspicion of embezzling budget funds totaling more than 10 million hryvnias.
This was reported by the Kherson Regional Prosecutor’s Office.
According to investigators, the 43-year-old suspect is an accountant of a Kherson limited liability company that operates in the field of providing medical services to the population. During 2022–2023 she organized and carried out a scheme to misappropriate budget funds that were transferred to the private enterprise’s accounts by the National Health Service of Ukraine under the Medical Guarantees Program.
The woman provided accounting support to the mentioned sole proprietor (FOP) and, on the basis of a power of attorney, was able to control the movement, withdrawal, and subsequent use of the money that was deposited into his account.
Due to the martial law in Ukraine, the Cabinet of Ministers introduced a special reimbursement procedure from the National Health Service – based on an agreement concluded earlier, payments were made monthly without the need to confirm the actual volume of medical services provided. The woman took advantage of this – she did not inform the NHSU that the sole proprietor was not conducting business activities in Kherson and submitted false information about medical practice and the availability of staff.
In total, more than 16.5 million hryvnias were deposited into the account, of which, according to investigators, the suspect, in collusion with others, embezzled more than 10 million hryvnias and used it at her discretion.
