Law enforcement authorities have, in absentia, notified four members of occupation structures of suspicion for cruel treatment of civilians during the occupation of Kherson. Among the suspects are an officer of the Russian FSB and three pseudo-policemen.
This was reported by the press service of the Kherson Regional Prosecutor’s Office.
According to the investigation, they supported the occupation regime, took part in arrests, unlawful detention and interrogations of civilians in one of the seized police stations.
It was established that at least three people were harmed by their actions.
One of the victims was held in the lobby of the seized police building for two days with handcuffs constantly on. He was regularly brought to “interrogations”, during which he was beaten with batons and kicked, forced to sign a document stating “no claims” regarding the theft of property.
Another man was illegally detained for almost two months. During interrogations he was forced to provide information about the property of state institutions, subjected to physical pressure and humiliation.
Another detainee was forced to confess to theft — he was beaten and subjected to a mock execution. After signing the “confession” the man was released.
All suspects are charged with cruel treatment of the civilian population and violations of the laws and customs of war, committed by a group of persons by prior conspiracy (Part 2 of Art. 28, Part 1 of Art. 438 of the Criminal Code of Ukraine). Two of them are also charged with holding positions in illegal law enforcement bodies (Part 7 of Art. 111-1 of the Criminal Code of Ukraine).
Earlier it was reported that the Kherson City Court in absentia found Dmytro Nesterov, a native of Feodosia and a Russian marine, guilty of state treason, participation in Russia’s large-scale aggression and the killings of civilians on the territory of Kherson Oblast. He was sentenced to life imprisonment.
