In Kherson region, seven individual entrepreneurs were placed on the Antimonopoly Committee of Ukraine’s blacklist after collusion was uncovered during participation in public procurement.

The largest number of entrepreneurs from the blacklist are registered in Lviv region – 95. Next are Dnipropetrovsk region (81), Kyiv (78), Vinnytsia region (52) and Ivano-Frankivsk region (39). In Kherson region there are seven such entrepreneurs, fewer only in Luhansk region, where there are three such individual entrepreneurs.
Overall, as of the end of June 2026, the list includes 797 individual entrepreneurs (FOPs), which constitutes about 30% of all companies and entrepreneurs on the AMCU blacklist.
Entrepreneurs are included in this list when the Antimonopoly Committee finds them guilty of anti-competitive collusive actions during public procurement. After the AMCU decision, such entrepreneurs may be barred from participating in public procurement for a period of three years.
