In Kherson a working group was created to optimize the centralized heat supply system and transition to a moderately centralized model.
The corresponding order was published on the Kherson MVA website.
The working group is chaired by Deputy Mayor for the activities of the council’s executive bodies Serhii Orekhov. The deputy chair was appointed as the director of the Department of Urban Economy of the City Council, Dmytro Kalyuzhny, and the secretary — the head of the Department of Energy, Energy Management and Energy Efficiency, Yurii Yeremenko.
The group includes heads of relevant departments, the municipal enterprises «Khersonteploenergo» and «Production Department of the Water Supply and Sewerage Management of the city of Kherson», representatives of the joint-stock companies «Khersongaz», «Khersonoblenergo» and «Kherson CHP», as well as heads of enterprises in the construction and energy sectors — by agreement.
The main task of the working group is to develop the technical specification for the transition from a centralized to a moderately centralized heat supply system.
It will also consider proposals from heat-supplying companies on the installation of block-modular boiler plants and cogeneration equipment, and will prepare proposals for the implementation of autonomous systems with a capacity of up to 1 MW or neighborhood systems over 1 MW, including the selection of necessary equipment.
Particular attention will be paid to coordinating with the city’s engineering services the locations for connecting new equipment to gas, electrical and water supply networks. In case of urgent need and provided there is a techno-economic justification, the group will be able to initiate amendments to the city’s Heat Supply Scheme.
Meetings of the working group will be held at least twice a month, and more often if necessary. Decisions will be made by a simple majority of votes of the members present and will be recorded in a protocol of a recommendatory nature. The chair of the group will inform the mayor of the results within three working days after the meeting, and will report monthly on the progress of task implementation.
Recall, on December 4 as a result of systematic Russian shelling the Kherson CHP stopped operating.
Currently 470 buildings remain without centralized heat supply – this is more than 40.5 thousand subscribers. The head of the Kherson OVA Oleksandr Prokudin reported that due to constant shelling the restoration of the CHP cannot be predicted.
